
Organisation
Christian Prison Resourcing is made up of a nationwide network of staff, chaplains and volunteers who work with us both inside and outside the prisons. In addition, we have a Board of Trustees who guide and make decisions about the organisation.
All our staff, chaplains and volunteers believe and practice the Christian faith as outlined in our doctrinal statement below. This faith motivates and infuses all we do as an organisation.

- ChairmanSean Willis is Managing Director for an international conference company. He was saved in October 2001 and has been working in Gospel-based prison ministry in South Africa and London since 2003. Like David, he delights in sharing Christ in prisons and immigration removal centres.
Kenneth Brownell
TrusteeKenneth Brownell, retired Senior Minister of East London Tabernacle, now teaches church history and leads international preaching conferences. Originally from the U.S., he studied in Scotland and lives in the UK with his wife Alison. He also gives London tours with Christian Heritage.Peter Cunliffe
TrusteePeter had a 35 year career as a Chartered Surveyor and Auctioneer primarily at a Global Property Consultancy. He came to faith at Dundonald Church in Wimbledon over 27 years ago. He studied a foundation year at Cornhill Bible College in 2021 and has been a Chaplaincy Volunteer at HMP Brixton since 2015. He feels immensely privileged to pastor prison inmates and share the good news of the Gospel.Brian Edwards
TrusteeBrian Edwards pastored an evangelical church in southwest London for thirty years before moving into a wider ministry supported by his home church. He has authored twenty books on theology and biography, and edits the Day One Travel Guide series. A former three-year President of the FIEC, Brian now preaches and lectures in the UK and abroad and chairs the Praise! hymnbook Editorial Board.David Fortune
Director of MInistries & TrusteeDavid, CPR’s founder and Director of Ministry since 2010, is also a Board member. Formerly a pastor in Birmingham and London, he began ministering in prisons during his London tenure. A gifted Bible teacher with a passion for people and the Gospel, he creates numerous resources and leads Bible studies in prisons. David also trains volunteer teams for the ministry and says, 'I just love going into prison for Christ!'Cheryl Summers
TreasurerCheryl is a qualified actuary with over 20 years experience in the general insurance industry. Serving as church’s treasurer she also has an interest in Christian mission and aid work in Zimbabwe where she has been involved in various ministries including school building projects, a widows’ programme and children’s Bible clubs.Malcolm Jones
ChaplainWhile working in accountancy, Malcolm developed a vibrant itinerant preaching and teaching ministry among Brethren Assemblies. At 35, he became a part-time assistant pastor in Luton, Bedfordshire, then spent 31 years pastoring two churches in South East London. Now retired from full-time ministry, he continues to preach widely and serves one day a week as a prison chaplain—bringing hope and the Gospel behind bars.Keith Berry
After an upbringing without the gospel Keith met a believer while still in school who was used through personal witness to point him to Christ. At the same time he felt a call to the Lord’s service which, after a time teaching English in secondary schools, led him into full-time Christian ministry. This has taken him to serve in different Baptist churches in Bedfordshire and London over the last 20 years. Keith is currently General Secretary of the Old Baptist Union and in that capacity especially he hopes to contribute to the unfolding ministry of CPR.

CPR keeps costs down by directly employing only a few full and part time staff. Those we do employ, are instrumental in furthering our mission.

5. Doctrinal statement
We accept the Holy Scriptures, as originally given, as the inspired, infallible and inerrant word of God. Recognising them as our sole authority in all matters of faith and practice, we believe the doctrines taught therein. In particular we believe:
- in the only true and living God, the Holy Trinity of Divine Persons in perfect unity, immutable, co-equal, co-eternal, Father, Son and Holy Spirit, and sovereign in creation, providence and redemption.
- in the God and Father of our Lord Jesus Christ, who is holy, righteous, full of grace and love. In His infinite love He sent forth the Son, that the world through Him might be saved.
- in the Lord Jesus Christ, the only incarnate Son of God, born of the Virgin Mary, conceived by the Holy Spirit, in consequence of which His manhood was real and sinless, and His teaching free from error; that by His death on the Cross He made substitutionary atonement and a perfect offering for our sins; that He triumphed over death, sin and Satan; that He rose bodily from the grave, ascended into heaven, where He now sits at the right hand of God.
- in the Holy Spirit, the third Person of the Godhead, and the Agent of regeneration, by whom men are brought to conviction, repentance, and faith in the Lord Jesus Christ, and who indwells the believer for sanctification. The Holy Spirit guides the worship and ministry of the Church, and empowers its life and witness.
- that as a result of the Fall human nature became guilty and depraved, so that all men are subject to the penalty which, in His wrath, God has decreed against sin. Notwithstanding, those who remain impenitent are fully responsible for their wilful continuance in sin and unbelief.
- that through faith alone in the Lord Jesus Christ, and on the basis of His death, sinners are freely justified by God, who forgives all their sins as they are reckoned to Christ, whose righteousness is reckoned to them. Salvation is therefore by grace, and not by human merit or work.
- that those who are chosen by God the Father and redeemed by the blood of the Lord Jesus Christ and sanctified by the Holy Spirit are members of the universal Church, the body of which Christ is the head. This Church finds visible expression in local churches, each of whom should manifest union with Christ in preserving purity of life and doctrine, avoiding schism and heresy.
- that the Lord Jesus Christ will return visibly, and personally in power and glory. That there is to be a resurrection and final judgement of all men, issuing in eternal blessedness for believers and eternal punishment for the wicked.
6. Safeguarding
Our Safeguarding Policy outlines the organisation’s commitment to protecting vulnerable individuals in prisons, young offender institutions, and immigration removal centres. It mandates strict adherence to safeguarding protocols, regular training, and vetting of staff and volunteers. CPR defines abuse, regulated activity, and professional boundaries, ensuring staff understand and report any concerns. Responsibilities are clearly assigned to trustees, the Designated Safeguarding Lead, and chaplains. Procedures cover recruitment, training, reporting, and cooperation with statutory bodies. The policy aims to build a culture of safety, accountability, and compliance with legal safeguarding frameworks. Annual reviews ensure ongoing effectiveness.
7. Media policy
Our Media Policy outlines the principles and procedures for the use and distribution of media such as books, CDs, and DVDs. These resources are used to support prisoner study, raise funds, encourage chaplains, and thank supporters. At least 50% of media sales income must be reinvested to benefit prisoners. Media must align with CPR’s Statement of Faith and be approved by leadership. Sales and donations are carefully tracked, and specific budgets are allocated for purchasing key resources. All media donations and sales aim to further CPR’s ministry while maintaining transparency and accountability in distribution and finances.
8. Complaints Handling Policy
Our Complaints Handling Policy ensures that all complaints are treated seriously, confidentially, and fairly. It outlines procedures for receiving, recording, and resolving complaints, whether written or oral, with an emphasis on biblical principles and relationship restoration. Complaints can be addressed to trustees or the Administrator, and may involve external authorities if necessary. Complainants are informed of the policy and expected timelines. If dissatisfied with the outcome, they may appeal within three months. The trustees will respond within two months, and their decision is final. The policy was formally adopted by CPR’s trustees on 4 December 2023.
9. Conflict of interest policy
The Christian Prison Resourcing Conflict of Interest Policy ensures integrity in decision-making by identifying and managing potential conflicts among trustees. It requires immediate disclosure of any personal or external interests that could influence decisions. Conflicted trustees must not participate in related discussions or votes unless unanimously permitted by the board. A Register of Interests must be completed upon appointment and updated annually or as changes occur. The policy promotes transparency, protects the charity’s reputation, and maintains stakeholder trust. All disclosures and actions are documented in meeting minutes. This policy was formally adopted by the trustees on 4 December 2023.
